Who is Carmen Policy? Although he was a highly successful attorney in his day, he is much better known for the management skills he used in turning the San Francisco 49ers football franchise into a perennial powerhouse during the 1980s and 1990s.

Becoming a Legal Eagle

Policy was born January 26, 1943 in the working class town of Youngstown, Ohio. He lost both his parents by the age of 15, but bravely went on to earn his law degree from Georgetown University. In fact, Policy became quite the successful attorney, but chose to shun the big cities, returning home to Youngstown to get experience in the courtroom and opening up his own practice.

There is no bigger test for an attorney than arguing in front of the Supreme Court, and Policy did just that while working on a case involving the murder of a man named Danny Green. Clearly, Policy is not the kind of man to back down from a challenge.

Meeting Another Man From Youngstown

Policy's career took an unexpected detour after crossing paths with Eddie DeBartolo, Jr. during a dispute involving the DeBartolo family's construction company. Their initial encounter was adversarial, but over time, a respect built between the two men, and before long, Policy was DeBartolo's personal attorney.

In 1977, the DeBartolo family bought the San Francisco 49ers for $17 million and two losing seasons later, DeBartolo turned to Policy to help deal with the contract negotiations of Bill Walsh, who was to become the team's new head coach.

Over the next 15 years, the partnership between the two men once again bred the kind of success that is Carmen Policy's trademark: four Super Bowl victories. Although Policy had flourished as president and chief executive officer of the team, he never received any piece of ownership in the franchise. Eventually, as it always did, the lure of a return to Ohio won out over fame and fortune.

Back to Cleveland One More Time

The NFL brought an expansion team back to Cleveland in 1998, and Policy jumped at the chance to take the reins, becoming the team's first president and staying in the position until May 1, 2004, when he finally decided to call it a career after five years.

He and his second wife, Gail, opened up a vineyard in Napa Valley, an area that the couple had always enjoyed during their many years living and working in California, but the Policy family football legacy continues today. Carmen's son, Ed, was the interim Commissioner of the Arena Football League for two years, until the league went on hiatus due to financial problems.

Today, Policy resides in the world-famous Millennium Tower luxury condominium in San Francisco. This luxury high rise is home to another famous San Francisco 49ers legend: Joe Montana. The Millennium Tower is the tallest residential building west of the Mississippi and boasts an A-list resident list.
