Indian Railways are the system which is essential for health of the nation. IR is the abbreviated form of Indian Railways. Indian Railways are the world’s second leading under one management. The railways join the different division of the country together, transporting its armed forces, providing postal services, and is therefore instrumental in the industrial development of India, carrying the raw materials like petroleum, coal, fertilizers, cement, steel and food grains. Indian Railways are divided into zones and they further divided into sub-zones. Railways are the main mode of communication for the citizens and goods of this vast country, which is 3,287,590 square kilometers in area with a population that is in excess of one billion. Indian Railways is an organization with a history of 150 years.
At its peak the share of Railways in the stowage segment was a high of 88 per cent, which has decreased to lower than 33% now. The market share of the Railways in the passenger traffic has also fallen harshly, from 72% in 1950-51 to 16% by 1998-99. Currently the market share of Railways in the passenger traffic is 72% in and freight traffic is 33%. The Railways has not been able to stand its ground and is losing out to the road sector, in the main segment and to air in the premium segment.
Industrialization and supplementary post industrialization there have been chief changes in the freight movement pattern of bulk assets like coal, cement, fertilizers, and steel, POL (petrol, oil & lubricants). The normal lead of this commodity is reduced. Further there is a sideways shift of this reducing lead is to the road. Other results of the deregulation of the road and air segment is the improvement in the efficiencies of the road and air sector in comparison with the Railways and further wearing away of its market share. The technology improvements gave another outcome even though an indirect one. It has provided large workforce redundant in the organizations. A mechanism that has been effectively used by organizations to respond to the change in their environments worldwide has been utilization of Information Technology.
Over the years, Indian Railways had built up highly structured and well established manual information system to help them monitoring their moving possessions. Supported by an enthusiastic voice communications network, it collects and transmits information from the remotest corners of the country to control centers, at the highest level. The size and complexity of their operations, growing traffic and changing technologies, placed inevitably a heavy burden on this manual information system. Need for its modernization was therefore felt for sometime.
