An HR advisor gives advice for employers and employees on issues related to human resources, industrial relations and people management. His/Her primary goals include development of a superior workforce for the manager’s line of business they support, ensure proper training of the HR teams and proactive approach to daily problem solving. The HR advisor offers day-to-day advice related to human resource functions by closely working with business managers and their support teams.
There are several services offered by an HR advisor including Enterprise Agreement and facilitation services. These services are meant for employers and employees in private practice, government and industry, practice managers, students and academics.
Enterprise Agreement
Under the Section 172 of the Fair Work Act 2009, enterprise agreement has been defined as an agreement made at an enterprise level between employers and employees about the terms and conditions of employment. The enterprise agreement can be made between one or more employers and employees and/or one or more relevant employee organisations (unions).
Types of Enterprise Agreements-
(a) Single-enterprise agreements- Refer to the agreements involving a single employer or one or more employers co-operating in what is essentially a single enterprise.
(b) Multi-enterprise agreements- Refer to the agreements involving two or more employers that are not all single interest employers.
(c) Greenfields agreements- Refer to the agreements involving a genuinely new enterprise that one or more employers are establishing or propose to establish and who have not yet employed persons necessary for the normal conduct of the enterprise. Such agreements may be either a single-enterprise agreement or a multi-enterprise agreement.
The enterprise agreements can include several issues including employment conditions (such as work hours, meal breaks, and overtime), rates of pay, consultative mechanisms, procedures for dispute resolution and the deductions from wages for any purpose authorised by an employee. Unlawful terms and matters cannot be included in the enterprise agreements.
Facilitation Service
The facilitation service involves the process of enabling groups to work cooperatively and effectively. It is part of the HR advisory services and is important in circumstances where people from different backgrounds, interests and capabilities work together.
Role of a Facilitator-
A facilitator has to guide the group process to bring forth the already existing expertise in the group. Under this process, the facilitator helps the groups to identify and discipline their unique strengths and weaknesses. He has to have a detailed focus on the way the groups and individuals interact.
His role involves eliciting the best from individuals, coordinating the group effort, without getting directly involved. In order to ease the exchange of information among group members, the facilitator uses structured techniques and communication skills. In the facilitation process, the facilitator has to compel the group members to answer his questions, guide the group to a consensus and use the information to demonstrate the need for action.
