Look to see what kind of valve you have, remove (usually you just need to win both arms) and take it to a local hardware store and get an identical replacement. Replace the valve, adjust the length of the string so that the valve seats completely, turn the water faucet to see if your problem is solved.

To replace the water inlet valve, shut off water, drain water from the toilet tank, and remove the power supply line of the intake valve. Use a small bowl or a thick towel to catch water that will escape. Remove the nut holding the intake valve waterproof the tank off the bottom of the tank. (More water escapes) Replace water inlet valve by sliding the rubber washer on the bottom of the valve (it goes inside the tank) and held in place by tightening the nut on the bottom of the tank. Reattach the supply line, turn the water supply and your problem should be solved. Be sure to properly install the bowl fill tube so your bowl refill with water after each flush.

Repair of the most plumbing is not brain surgery, although you call the plumber may think it is similar.
