California Moving Closer in Legalizing Online Gambling

The push for the legalization of online casino gambling in California is still on its highest peak with the state’s lawmaker seeking to preempt any possible federal measures that can make the regulation more possible. State Senator Mr. Louis Correa (D-Santa Ana) earlier introduced his own legislation that would permit selected Native American tribes and other groups to operate state-sanctioned Internet games of poker, with a percentage of the monetary gain going to the state.

The push for the legalization of online casino gambling in California is still on its highest peak with the state’s lawmaker seeking to preempt any possible federal measures that can make the regulation more possible. State Senator Mr. Louis Correa (D-Santa Ana) earlier introduced his own legislation that would permit selected Native American tribes and other groups to operate state-sanctioned Internet games of poker, with a percentage of the monetary gain going to the state.
As stated by Senator Correa, who also happens to be a Democrat representing Santa Ana, “People play offshore now and all of that money goes offshore. What we’re trying to do is take a whole exploding industry that is illegal and make it legal and tax it to fund state services.”
However, the two native tribes in California - the Morongo Band of Mission Indians near Banning, which has a casino in Riverside County and the San Manuel Band of Mission Indians near San Bernardino, opposed this idea. These groups were also the leading members of a new group of tribes and card clubs called the California Online Poker Association.
Perhaps this is not the first time in which the lawmakers of California attempted to regulate online gambling. In fact, state Senator Rod Wright (D-Inglewood) introduced a similar plan last legislative session. He led the Senate committee with oversight of gambling issues and planned to re-introduce a bill to legalize online gambling that stalled in committee in June. But opponents and some Indian tribes that threatened to withhold payments to the state from slot machines if Internet poker was allowed backed this legislation.
“In our opinion, internet gambling of some sort is coming. It’s a given,” said David Quintana, the political director of the California Tribal Business Alliance, which includes several large tribes with casinos.
The plan of Senator Louis Correa to preempt the federal government started on the time when Senate Majority Leader Harry Reid said he was going to introduce a bill in the U.S. Senate that would legalize online casino gambling. Indications are that he would attempt to attach it to the Bush tax cut compromise President Barack Obama and the Republicans agreed to.
If ever the government passed the proposed legislation of Correa, then California would be the first state to legalize online gambling. While federal law prohibits online gambling, popular websites based outside the U.S. attract about 2 million California poker players who bet as much as $300 million annually, this was based on a study conducted earlier this year. The projected revenues from Correa’s bill are as yet unknown but failed legislation from earlier this year speculated that revenues could reach $520 million during the first year and $6 billion over nine years.
